A rotating speaker cabinet — horn on top, drum below, both spinning at their own rates and taking their own time to get up to speed.
The horn and drum don't change speed together, and neither of them changes instantly. Hit the speed switch and you hear the horn wind up first while the drum is still catching up. That lag is most of what makes a rotary sound like a rotary.
